Job Description
Our client is a reputable organization operating within the construction, engineering, and industrial operations sector, delivering high-quality projects while maintaining strong governance, procurement efficiency, and financial accountability.
As part of its continued operational growth and commitment to procurement excellence, the organization seeks to appoint an experienced and highly capable Procurement Manager to lead and oversee procurement strategy, supplier management, contract negotiation, and procurement governance across the business.
The Procurement Manager will be responsible for overseeing and managing all procurement activities within the organization, ensuring that goods, equipment / construction plant, services, and materials are acquired in a cost-effective, timely, and compliant manner. The role requires a seasoned procurement professional capable of implementing robust procurement controls, managing strategic supplier relationships, negotiating favourable contracts, and ensuring full transparency and accountability across all purchasing processes.
The successful candidate must possess extensive experience in procurement management, strong leadership capabilities, and the ability to establish, strengthen, and maintain efficient procurement systems that support operational requirements and organizational performance.
Key Responsibilities
Procurement Oversight
- Provide overall oversight of the organization’s procurement processes.
- Ensure procurement activities comply with internal policies, financial controls, and regulatory requirements.
- Establish and maintain transparent and efficient procurement procedures.
- Liaise closely with the Tender and Estimation Department to obtain supplier quotations, verify market rates, confirm material availability, specifications, and align procurement inputs with tender pricing and project budgets.
Strategic Procurement Management
- Develop and implement procurement strategies that optimize cost, quality, and supplier performance.
- Identify opportunities for cost reduction and operational efficiency.
- Develop long-term supplier partnerships to improve procurement outcomes.
Supplier and Vendor Management
- Identify, evaluate, and select reliable suppliers and service providers.
- Maintain a robust supplier database and evaluation system.
- Manage supplier contracts and ensure suppliers meet quality, delivery, and pricing expectations.
Contract Negotiation
- Lead negotiations with suppliers to secure competitive pricing and favourable contract terms.
- Review and manage all procurement contracts and agreements.
- Ensure contracts minimize risk and protect the organization’s interests.
Procurement Compliance & Governance
- Ensure procurement activities follow ethical standards, governance requirements, and company policies.
- Implement internal controls to prevent fraud, wastage, and procurement irregularities.
- Ensure proper documentation of procurement transactions for audit and accountability purposes.
Inventory & Supply Coordination
- Work closely with operations, workshop, and project teams to ensure timely supply of materials and equipment.
- Monitor procurement timelines to prevent project delays due to supply shortages.
Budget & Cost Management
- Manage procurement budgets effectively.
- Track and report procurement spending.
- Ensure procurement activities align with organizational financial objectives.
Team Leadership
- Supervise procurement staff where applicable.
- Provide guidance and training to procurement personnel.
- Promote a culture of accountability, efficiency, and professionalism within the procurement function.
Reporting & Performance Monitoring
- Prepare procurement reports for management.
- Track key procurement metrics such as cost savings, supplier performance, and procurement cycle times.
- Provide recommendations to improve procurement processes.
Minimum Qualifications
- Bachelor’s Degree in Procurement & Supply Chain Management, Logistics, Business Administration, or related field.
- Professional certification such as:
- CIPS (Chartered Institute of Procurement & Supply)
- Or an equivalent professional qualification.
Experience Requirements
- Minimum 8–10 years of procurement experience.
- At least 5 years in a senior procurement or procurement management role.
- Proven experience managing large procurement operations and supplier networks.
- Experience in construction, engineering, mining, transport, or industrial operations will be a strong advantage.
- Experience in developing long-term supplier strategies.
- Experience using SAGE or other Enterprise Resource Planning (ERP) systems.
