Job Description:
We are seeking a highly capable and strategic Human Resources Specialist to join our team as part of the Principal Officer’s Office. The ideal candidate will be responsible for coordinating and managing comprehensive HR systems and activities. This includes overseeing the full employee lifecycle—from recruitment and selection to performance management, compensation, staff wellness, and policy development. The role will require a proactive leader who is confident in HR strategy, stakeholder support, and implementation of best HR practices in a dynamic organizational setting.

Key Responsibilities:
• Develop, review, and ensure the implementation of HR policies and procedures including performance management, recruitment and selection, staff development, disciplinary procedures, and grievance management.
• Support the Executive Team with HR planning, budgeting, and reporting, including analyzing people metrics and trends.
• Provide technical HR support and guidance to department heads and supervisors as needed.
• Champion performance management practices and foster a culture of accountability and continuous improvement.
• Work closely with the Finance Department to ensure accuracy and timeliness of HR-related payroll inputs.
• Ensure organizational alignment and compliance with governance frameworks, quality assurance protocols, and legal/regulatory requirements.
• Identify, assess, and advise on people-related risks and recommend mitigation strategies in line with enterprise risk management.
• Lead best-practice recruitment and resourcing initiatives and strengthen management capacity in staffing procedures.
• Facilitate clear, timely communication regarding organizational changes to ensure employee understanding and buy-in.
• Implement strategies to enhance employee retention and engagement.
• Carry out any other HR-related duties as assigned by management.

Required Qualifications:
• Bachelor’s degree in Human Resource Management or a related field.

Relevant Experience:
• Minimum of five (5) years of post-qualification generalist HR experience.
• Demonstrated experience managing all major HR functions in a corporate environment.

Skills & Competencies:
• Exceptional interpersonal and cross-cultural communication skills.
• Strong decision-making ability and maturity in handling confidential matters.
• Excellent planning and organizational skills; ability to prioritize and manage high-volume workloads.
• Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and HRIS systems.
• Strong written and verbal communication, including report writing and presentation delivery.
• Creative problem-solving with a solution-oriented mindset.
• High ethical standards, integrity, and fairness.
• Ability to build internal partnerships and foster a collaborative HR service culture.
